Will CVS 2018 Ultimate utilize full resouces

Hello, Strictly video editing, Non gamer... I have a huge dilemma. I recently was creating a new build list

Ryzen 2700X, 16GB RAM DDR4-3200, 500GB SSD, and 4GB GPU RAM. For $900

I came across what seem to be a BEAST of a machine at a local computer resale spot. It's a water cooled,
Intel i5 6600K, 32GB RAM DDR4-2133, SM691 ITB M.2 NVME SSD, Nvidia Geforce GTX 1080 8GB For $1200

The savings are attractive on the used i5 Rig. However I'm more interested in CVS 2018's utilization of resources.
Will CVS 2018 take full advantage of the resources?
Will there be a bottle neck with having the -2133 RAM?
Is the 2700X worth getting because of the High cores count?
Can anyone report seeing the 16 cores over 60% (highest that I found someone attesting to)

Thanks for the link. After digesting the very in-depth analysis willingness to compete for the consumer, I am almost leaning on switching to a another editing program that takes advantage of technologies.
