Effects Not Working

For the last few days I have not been able to use any effects. I'm trying to use'Inner Bevel' and 'Drop Shadow' on text. Nothing changes. I've tried going to extremes with both effects and still nothing changes. I have restarted the program and even restarted the computer but still nothing changes. The computer was even off for 3 days while I was away and still the same issues. Any help would be appreciated. Thank you.

As is usual information is missing:
1. What version of PSP are you using, and is it updated with all updates / service packs - what is the number showing-- Help > About
2. Are you using vector text?
3. Can you list the steps you are doing and also a cropped screenshot showing the text settings.
