Rendering CPU usage
I tend to record things in AVCHD and i also render to that. If i use certain FX filters like bubbles then my CPU ranges from 50-60% but other filters my CPU ranges from 90-100% is this normal? i thought my CPU should be used fully no matter what filters i am using. I have recorded in MP4 and render to that, I also get the same results.
I have turned off all hardware acceleration and had it on but its still the same.
If I Add:
Motion blur: CPU is 40%
Bubbles CPU: 62%
Kaleidoscope: CPU 100%

I would guess the motion blur and bubble filters are single-thread processes so one core is doing most of the work. You could test this hypothesis with a utility like HWINFO64.

Do you mean you can see by the graphs? if so this screenshot suggests it is using all 4 cores.

In the Task Manager, Performance tab, lower left corner you will find a button that reads "Open Resource Monitor" This will open the Resource Monitor window. In the CPU tab on the right, you will see the load of all the CPUs on your system.

As you can see they are all being used the first picture is without anything and the second picture is with motion blur added. The second one is showing its not being used much but they are all used.

If anyone could do a little test by adding motion blur and see what your CPU is using i would be grateful, because this is bugging the hell out of me i don't think its my system.

The first image shows rendering without Motion Blur, I did deselect Smart Render to allow the program to do at least something
As you see it is using the CPU pretty well at 85 %, then the program has little to do in the way of encoding.
If I had added a transition we would see the rate change as the workload increases when rendering the transition. The second image is with Motion Blur, now the program has some work to do, and like me I slow down when working hard. So the program only uses 41% cpu, if I were to add more filters that would reduce as the workload increases, taking the encoder / program longer to rip things apart then reconstruct them. Rendering takes longer.
The question asked is Video Studio capable of doing this quicker?
Use Smart Render and the easy sections gets done quickly, reducing render times. Everyone seems to complain about rendering and CPU usage but nobody has produced a project as a benchmark, I can render in real time, and 2 times for complex projects.
Rendering to different settings as original video is also harder to do, where as like for like works well especially using Smart Render.
My first pc, a long time ago now, took ages, 12times, a 40 minute project taking 8 hours, thankfully those days are over

I didn't get any "amazing" improvement when I switch last year from i5-2400 4GB ram 7-32b HDD system to my current i5-6600, 8GB 7-64b SSD system. My regular (lectures) projects took ~1X-1.5X duration, and about the same now.
