I thing something's happened to my settings or something. I think it began a while back when it overloaded a bit and I had to re-start my computer.
Since then, whenever I have PSP 7 on on this one computer, it causes Explorer to spike to around 50% CPU and everything to bog down. Furthermore, it doesn't shut down properly; I end it, and the issue persists unless I stop the program manually in taskmaster, and then it takes a bit for it to wind down sort of. It's very specifically a problem with this program; I still run the old Jasc PSP 7 as well with no issues at all, and many other programs, and I run Corel PSP 7 fine on other computers, and it ran on this computer for several years with no issue.
For reference, I am running Windows 7 on the one with the issue.
