Sounds like you too have landed in the Essentials workspace, rather than the Complete one. As I said, right click almost anywhere in the PSP interface, and choose Workspace > Complete.
No, I was not in the Essentials workspace. I was in the Complete workspace and had gone into Preferences to display the Manage, Adjust and Edit tabs. I also set the Manage tab to be the default tab when I opened the program. I accessed the Color Management to turn it off and then go to Monitor Calibration to get rid of the yellow background color. I had no such difficulty when I set up my PaintShop Pro 2019 software in which I set up the tabs display in similar fashion.

I did just that and It worked for me!
(at least until Win10 next upgrade)
I am so grateful to all of you !
As about windows I work on 3 different computers: with XP, win801 and win10
the only one that makes me crazy is the last one - with each and every update.
On win8 I have 20 years old programs still working fine!

I have not read this entire discussion, so if it was mentioned, I didn't see it. Windows Update will have a fix in a future update -- Soon, I hope, as you are not the only ones with this problem.

There was a new update for win10 but psp2018 still working fine whitout turning all to yellow

Yes, I was able to use this to permanently get rid of the yellow. I use Win10 Home and PSP 2018 64Bit.
1. Turn off Color Management.
2. Go into Monitor Calibration and the yellow should be gone.

4. Restart PSP while holding the Shift Key. It will reset PSP to default settings. The yellow is gone now and for other PSP restarts.

I just received a help request about this issue, so I looked through this thread.

What I wonder about, and maybe someone can answer it, following your steps above, do you really keep Color Management turned off? Or do you turn it on again after resetting workspace via holding Space on PSP launch?

Just keep it turned off. It has never worked properly with any version of PSP.
