I am not in the least interested in downgrading to Windows 10, free or otherwise. As for security fixes, from what I've seen it's people using Windows 10 who need protection from the malware from Microsoft that keeps seeming to appear with various Windows 10 "upgrades". I can tell you from my own personal experience I saw this issue with PSP2018 on a Windows 7 computer and was able to resolve it by using the recommendation by ehume in the first post in this thread.
I've since moved to a Windows 10 computer and installed the 1903 update shortly after it was published. I have not had any issues with the yellow on either PSP2019 or PSP2020 but others have had the issue so it's not all Windows 10 1903 computers.

Now, however, since the Color Management is already turned off, all I have to do is go back to Monitor Calibration>Cancel and the yellow is gone again. It's a bit of a pain but it's far better than having to reboot my computer to get rid of the yellow and, the best part, I can still use my PaintShop Pro. I feel a great sigh of relief coming on.

This is the way it "worked" with PSP 2018 and Win 7. I could get back uncolored windows, but if I restarted PSP -- I didn't even have to restart Windows -- the yellow would return. I've got the same issue as Kay22 and BC_Specht ... every time I open PSP2019 all every white on my screen turns yellow (not just in PSP, but in every window and desktop icons). Opening the Windows Control Panel/Settings and starting the "Calibrate Display Color" routine turns everything back to white, but this isn't really a "fix" for the problem. Every time I start PSP everything still turns yellow. And while it's easy to blame Microsoft and the Windows update for the issue, PSP is still the only program that causes this problem (and across all windows!).
Two questions:
1) Is this something that we can expect a fix for from Corel?
2) I'd like to go to the "Color Management" area of PSP 2019, but EVERYTHING says it's under "File / Color Management / Color Management" and "File / Color Management / Monitor Calibration". I don't have "Color Management" under my "File" option, so I can't get to either of these. The Corel user guide says " If necessary, mark the Enable Color Management check box to access the controls in this group box." I also don't have the "Enable Color Managment" check box (or at least I don't know where to find this option).

I have PSP 2018, and for a time I had the same problem in Win 7, of all places. Like you, I only had problems with PSP, and like you, I found the fix to be temporary: the yellow came back every time I started PSP. Then one day it went away. You are evidently in the Essentials workspace, which doesn't show Color Management under File. The Essentials workspace is a cutdown version which Corel apparently thinks new users would prefer to use. What you need to do is change to the Complete workspace, which shows everything. Right click virtually anywhere on the PSP interface and in the dialogue box which appears, choose "Workspace". Click on that and then tick Complete. It will take a few seconds to change over. I had the same issue on my WIN10 / PSP2019-64bit) installation.
I could fix the issue permanently by starting PSP while pressing the SHIFT key (Workspace Reset).

While I was able to get the yellow cast once I was able to correct it and have not been troubled by it again.
I am able to change settings and turn the yellow cast on and off.
There are a number of locations where you can change the color of the images shown:
1. Your monitor.
I have an AOC monitor and there are settings there that allow me to adjust color settings- for this I use an online color chart and adjust the RGB settings to provide the optimal color and contrast.
These allow me to adjust settings so that white appears white on web pages, wordpad and any other program.
2. In Windows
In Windows 7 I found that the amount of choice there, was limited on the Samsung monitor attached to it. I could still adjust the monitor as mentioned in 1.
In Windows 10, I have a bit more choice . I can go to Start > Settings > System > Display and on the screen I can choose to have the 2770M or the sRGB setting . I choose sRGB 3. In PSP
There are again a number of settings that affect the color. These are obtained through File > Preferences > Color Management.
Chiefly these are Color Management and Color Working Space. I did not go to Monitor calibration as that basically repeats what I can do with the monitor calibration controls mentioned in 1.
Color Working Space
Without a document in the workspace you can change the settings for the color workspace. In my case I have two choices again the 2770M and sRGB. It also shows my Current Monitor Profile which is sRGB so I choose the sRGB Color Space Profile setting to match my monitor.
If I change radio buttons to Ignore embedded profiles then I get a blue-white in my 'white' documents. Color Management
Here I note that it says my monitor profile is AOC 2770M) which is different to the Current Monitor Profile which was set as sRGB Color Space Profile.
If I change the Monitor profile here to 2770M.icm then click OK, I get instant Yellow.
Changing it back to sRGB color space profile and matching previous color spaces and monitor profiles results in white and stays permanently.

It seems my sigh of relief was premature. After the Windows 10 version 1903 update I never got past the Manage tab in PaintShop Pro 2020. I was so fixated on fixing the problem with the yellow mouse pointer, backgrounds and borders that I didn't open an image in the Adjustment or Edit tabs. I did that today to be sure everything was in working order. It isn't. Yes, I made the unwanted yellow go away, but my Edit tab had a serious number of things missing across the menu bar, it had no tool bar, no tools option palette and no way to get them to display. There was no way to get the ruler to display. When I dropped down any of the few things in the menu bar, there were few choices there. Many of the familiar selections that should have been there were either grayed out or simply missing altogether. I checked the user manual to see if this was some new minimalist feature in version 2020. It isn't. The pictures in the section on a tour of the work space clearly showed the things that were missing from my installation. I tried doing a repair on the installation but it didn't help. I uninstalled the program, did a system reboot, then re-installed the program. Nothing worked. It was badly crippled and unusable. I have uninstalled this PSPro 2020 software for the final time and re-installed PaintShop Pro 2019. To my surprise and delight, there was no sign of the evil yellow mouse cursor and backgrounds. I wonder if Corel will refund my money for the version 2020?
It seems Corel and Microsoft have some longstanding compatibility issues that need worked out.

There was no way to get the ruler to display. When I dropped down any of the few things in the menu bar, there were few choices there. Many of the familiar selections that should have been there were either grayed out or simply missing altogether. I checked the user manual to see if this was some new minimalist feature in version 2020. It isn't. The pictures in the section on a tour of the work space clearly showed the things that were missing from my installation. I tried doing a repair on the installation but it didn't help. I uninstalled the program, did a system reboot, then re-installed the program. Nothing worked. It was badly crippled and unusable. The only part of it that did work well was the Manage tab.

Is Essentials still a default? Has anyone from Corel explained this choice? (And it was a choice -- they added this.)
