The Warp Brushes, it's not a separate filter but a specific tool on the toolbar.

EDIT: I forgot to mention, if you have the KPT plugins download that comes with PSP, you can also use the KPT Goo plugin. I don't know if there is any benefit to using it, but the option is there if you don't like the brush that comes with PSP.
