Good Morning.
A very long time ago in the old PSPusers Group I found a tutorial for converting a vector creation to a selection.
I have been struggling for ages to recreate this process in PSP 2018 and nothing works. So, I am thinking the great minds that hang out on this site may be able to help..

1) Create a vector shape:
Be aware that selections will only be made from the visible portions. So if you have your fill turned off or your stroke they won't be used to create the selection. This is handy if you only want to select the stroke, or only the fill. But if there is no stroke and no fill, nothing will get selected. It does not use the path, but rather the rendered area of the shape to create the selection.
2) Select the vector layer or an individual shape in the layer on the layers palette
3) Selections -> From Vector Object
Before I forget, you will need to select a tool that lets you work with selections such as the paint brush, pick tool, any of the selection tools in order to see the marquee (marching ants). Those don't show up if you have a vector tool selected.

I followed your instructions an IT WORKED BEAUTIFULLY! That was the problem: I had turned off the background colour!
