I Choose rounded corner rectangle Preset shape
On the Tool Options palette, I set Retain Style and create as Vector
I then dragged shaped into position
A rectangular marquee showed around the subject with rounded corners inside it
On the Tool Options palette, clicked the Cutter Preview button
On the Tool Options palette, clicked the Cutter Preview button
A semi-transparent mode is activated
Clicked shape cutter button
The image changes to a full rectangular chequer board with rounded corner lines showing inside each corner
(Raster 1)
What am I missing or doing wrong here

I know this sounds basic, but are you drawing your preset shape on an existing image of some scene, person or object?
While you're at it, perhaps you could complete your profile information by adding the version of PSP that you use.

Your shape needs to be filled. Shape Cutter will only use the filled in portions of the shape to make the cut. So if you have an outline but no fill, then only the outline will have any image data.

joeB I am drawing the preset shape on a loaded image that i used for this workflow .Sorry , forget to mention what version, have updated my profile.
LeviFiction Can you elaborate please, I thought the marquee around the subject after dragging the shape was it. The tutorial was not very clear to me about having to do anything else

Try this:
1 load an image.
2. Select the preset shape tool
3. On the tool options bar find near top left Presets, click the little arrow beside it and click the Reset to Default button. This will make sure we are all on the same page and settings.
4. Now untick Retain style, and leave the other boxes ticked , change the Width to 0.
5. Now look at the Materials Palette over on the tight and you can ignore the top Stroke color box and make sure the lower Fill color is any solid color (not a pattern or a texture and not transparent).
6. Now beside your presets click the Shape List to choose the rounded rectangle. (The default would have been the rounded speech bubble)
7. Draw your rectangle on the image and click the Preview button (eye) you can now see what will be included in your cutout. You can click on the center dot of your selected area (shows a four direction arrow) and move it around or even rotate it (same handles as with the pick tool and you can even use the Control and Shift and combined Control Shift to distort the cutout area even more).
8. Now click the Shape cutter button (you can unclick the preview button if you wish) and you will then find that part of your background image now included in a rounded rectangle image with transparent corners.
Note that you can get the same result by using the selection tool to draw a rounded rectangle on your image.
Right click and drag inside to move the selection.
Then right click in the layers palette and click Promote Selection to layer .
Then drag that layer onto the workspace to have the same result.
