Well, thanks for your help... I really didn't want to have to learn a new program after using Corel now for.... 6+ years.... Oh well, can't have it all can ya? Figuring out where to go next is going to be the next hassle...

Enabling Smart Proxy may not be enough? we then have to make sure the proxy files are created
When adding a new video to the timeline above a certain frame size ( view F6 Performance) smart proxy files will be automatically created, once done a small double icon can be seen on our clips, similar to attached image.
We can also view Settings Smart Proxy Manager to see the actual proxy files, they have a similar name to the originals.
If Proxy Files have not been created then right clicking any clip for Create Smart Proxy File…. is available.
So do you see the proxy icon on your clips?

And just bear in mind that the creation of proxy files is not instantaneous. They take time to create, so you have to be patient...

There can be a trap using proxy files files, as I discovered . . . And while they as mpg equivalents are a lot smaller than the HD files they proxy, they can be reasonably large in their own right, and thus take up a lot of disk space.
Proxy files are created automatically when the HD clip is first inserted into a vsp, and the vsp is so flagged. The proxy files are stored in the drive/folder specified when you enabled smart proxy, and you can check that they are there using the settings/smart proxy manager/smart proxy file manager, to get a display panel similar to this which shows all the proxy files you have - the same file name as the HD clip, but with filetype .upx
The trap is if you have cleaned up your PC, removing files long unused and thought no longer needed - including SP files. If later you open the vsp that points to an SP file, the marked SP file won't be detected (it's gone!) so the vsp will use the original clip and edit performance will - again - be like a slug.When (duh!) you realise you've done it to yourself, the only way to fix is to use that rt-clk, list option to re-create the proxy file. The auto generate facility won't work because the HD clip is already in the vsp AND smart proxy marked. You could resolve the vsp issue by deleting the HD clip from the vsp, but that may be not what you want.
