The problem was The Fore/Background selection boxes got placed UNDER the Palette selection area within the Materials Palette. I checked the pdf manual to confirm my belief that the default placement for the Fore/Backgroud boxes was to right at top of the Materials Palette. While I was able to restore Workspace to default location from the option when loading PSP and this time no harm done since I've not modified the Workspace (jet) and I most happy that all the plugins still appeared under the Effect Pull-Down ... I'd like to know how it happened?
THE QUESTION IS: How the heck did the Fore/Background selection boxes get moved? I don't see a rubber band (joke) option to rearrange placement WITHIN the Materials Palette. I would like to know in case it happens again. I'm taking the blame this time although I think Mr Corel did it behind the scenes somehow.
Anyone know how it happened and how to move it back WITHOUT needing to restore Workspace to Default? That may hurt me someday.

It moves there is there if there is room for it to relocate there. I presume you have the Layers palette below the Materials palette. Find the line separating the two palettes and drag the Layers line upwards to increase the size of the Layers palette and so reduce the size of the Materials palette. The foreground background color boxes will then move where you want them.

On my 24 inch monitor it is below the materials palette. On my 32" HD and 28" 4K monitors, it is to the top right. As hartpaul has said, it is just a matter of the availability of screen real estate. And it won't come back to bite you!

I must have inadvertently dragged layers palette down slightly allowing the fore/background boxes to move under instead of to side. My main monitor is 24 Wide". I've not yet viewed PSP on my 2nd monitor 19" to see how layout changes.
