A mystery, then.
I've re-run (opened) that trip travel_X9.vsp file in X9 again, fails as previously reported. I tried deleting the re-linkable file, and then importing the media from the button at the top of the gallery space (different from my normal practice, to see if an alternative method gave different results), and again the same result. It is at least consistent. I even ran a check for updates to ensure I really did have the latest release, and "there are no updates available at this time", meaning it's current (version no. previously reported).
I even opened X10 (v 10.5.0.60) and opened the same vsp. It opened Ok, that clip presented as I would normally expect (no errors), and played Ok. The version no. of x10 is 10.5.0.60, and I checked for updates with this version too. There was nothing new, it's the current X10 version.
I mentioned that I'd used Handbrake to create an mp4 version of 40163.mov. I loaded X9, opened the vsp, and re-linked the 40163.mov file using the .mp4 version. That re-link worked, and the vsp then played normally.
If others can't re-produce it, and their copy of the vsp opens and runs OK under a fully patched X9, then there must be something "off" with the way my X9 installation (and by corrollary of the same results, X8) handles .mov files. There's no other indication of fault with X9, and usually that error with .mov files means the QT codecs are not installed. But they are, and X10 and 2018 can both find them. What else it may be beats me. Probably not worth more effort since the 2 succeeding versions both open and play that vsp correctly.

You may be right in that its not worth the effort given it works with other programs.
Just do not like mysteries.
When you said the MP4 works ok, does that file have an audio stream?
As it does appear to be your x9 version can you try a reset, easy to do, maybe a re-install is not worth the effort.
I would install all from X9 then install in order of oldest first, and again that is probably not worth the time.

That 40163.mov file, and a number of other .mov files I tested with, are all intended for use as 'background' clips and have no audio track. Add your own audio (voiceover/music) to suit the circumstance. So, the converted mp4 file doesn't have an audio track either.
You mentioned reset - understood to be of X9. And in concert with your other remarks, that suggests that there's a means of 'starting again', without the hassle of a re-install. Could you clarify?

I was suggesting you reset the program by renaming the 19.0 folder.
This may affect the library so export library first, which can then be imported after resetting

Reset - did not work. Still got the same error with that 40163.mov file, but trying to import about 5 or 6 others from the same backgrounds folder, still failed, but the message varied a bit. Bottom line - for whatever reason, my X9 now doesn't like .mov files.
Re-installations - a pain, don't think I'll do it since both X10 and 2018 use .mov files happily. And it's far easier to run those .mov files I want to use thru Handbrake and create a .mp4 version that will import to x9.
This all centres on the Apple .mov format. It's been 2 years+ since QT was abandoned, but various non-Apple devices (cameras) still use it, a round condemnation of using proprietary formats in general equipment, and I suppose those manufacturers are still paying licence fees to Apple to do so. Is there any indication that the .mov format is falling out of use in those devices?

So is it the folder location / address that’s causing problems
Try copying those 5 / 6 video files to a new folder on another drive, also copy and move the vsp, then try relinking?

So, rather than copy anything, just try to create a new vsp with .mov clips from a different folder. And as it turned out I have some of those background .mov clips on a usb3 stick (way back, was copying to another PC).
Open X9, nothing else in timeline, rt clck to import video. Chose one not used before in this test series, selected one, and . . fail. Selected several others, also fail. But, selected the last one in the folder list, and that opened from the usb drive. Amazed. Repeated open process using original folder and drive for that latter clip, also opened. Pushing my luck and thinking, maybe whatever the block was, is it clear now?, tried the original files again. Nope, each one still failed.
Baffled really isn't the word I'd use right now.
