Pan&Zoom in VS2018 has changed from X10 and now the Edit Mode defaults to Static (see image). Is there a way to set the default Edit Mode to Animated?

That's interesting, because mine defaults to On The Fly, will have to research further

Mine defaults to Static too. So if I click the pan/zoom icon, my next click is to change from static to animated - an extra click.

There are two ways to open Pan and zoom
1 / from the options panel –Pan & Zoom – Customise, seems to default to Static
2 / from the timeline icon, to the left of T3D – this seems to use On the Fly
Hmmm..........more testing needed to confirm

Seems to have a mind of its own, sometimes Static, then Animated or On the Fly
I cannot say i defaults to the last used every time, different with how we open the tool?

Mine defaults (setting that exists when opened) to animated. And as Robert indicated there's no way to set which mode. I prowled thru preferences and other places looking for that. AND once set, no apparent way to take it off, other than (experimentally):
- using the undo button, which may be OK in a simple vsp, but could be highly inconvenient in most circumstances.
OR
- with the related image selected in the options panel click the resampling option button: no need to change the aspect ratio item that's set, just click the button and the auto P&Z is removed - FX icon removed from timeline thumbnail.
Since auto P&Z is listed in the options panel as a component of 'resampling option' one would expect any settings to be a part of the preferences page dealing with that (edit tab image section). nope, maybe something missing.

It turns out that there are three ways to invoke Pan & Zoom and surprisingly each one has a different default option:
1. on the Edit tab select Pan & Zoom then click on Customize - default Edit Mode is Static
2. on the Timeline Toolbar select Pan and Zoom - default Edit Mode is 'On the Fly'
3. right click on the image(s) on the Timeline then click on Auto Pan & Zoom - default Edit Mode is Animated
Unfortunately there doesn't appear to be a way to set the default Edit Mode in any one of these three ways to the user's preference.
