Re: VS 2018 Multiple Issues driving me nuts
I presume posters know that the samples can be moved around in the library in VS 2019, although closing and reopening a project finds them back to VS default succession. My reason for posting a year later is that I discovered a solution to my particular dilemma, which was that I wanted to keep only a half dozen factory samples in the display, to make my created samples highly visible during editing. The solution is to delete all the unwanted thumbnails, then click on the "Settings" drop-down, then "Layout Settings", then "Save to", then "Custom #1" (or 2 or 3). Closing and reopening VS finds only the desired samples intact, although as mentioned, their order is factory default. I hope this helps someone.

Re: VS 2018 Multiple Issues driving me nuts
Thanks for the heads-up - YES that approach will help me sort one or two challenges in using VS 2019. The limit on library folders appears NOT to have changed with this release, which is disappointing and a regular frustration as I hit the ceiling - many projects I am working on can take several months to finalise and consequently need to be edited in parallel - causing the library folders limit to be hit almost daily. As far as I can see there is no workaround that would mitigate this. THANKS AGAIN - John Walsh
