Ok, so I recently upgraded from X9 to 2018... I'm doing wedding invitations and had the file opened in the program. When I was done for the night, I saved the file as a pspimage. The image had 3 layers. When I went to reopen the file the next day, only the bottom layer was saved. The other two completely vanished. I need to open the .tmp files from that day to find the file with all three layers. By the way, This is a serious bug with 2018!!!! I don't know if this was a fluke or if it's happened to anyone else, but it was a first for me and the first time using 2018 upgraded version.
I know where the files are stored, but what I don't know how to do is open the .tmp file back into Paint Shop Pro 2018. I'm so hoping that an autosaved version of the file will have all three layers and I don't have to redo the entire file. I think I will withdraw from using 2018 until that bug is fixed!!! I'm praying that the autosaved files didn't just save the bottom layer only.

Given the number of people who use PSP2018, most of whom have likely saved layered .pspimage files, and the fact that yours is the only report of this happening, I don't think you can accurately call it a bug.
When you saved as .pspimage, what compatibility did you save it as, using the Options button in the Save As dialogue? Were the layers special in any way - e.g., adjustment layers, layer styles used, vector layers, etc.? After the answer to the first question then the answers to the second one may or may not be helpful in helping to diagnose your issue.
To the best of my knowledge, the .tmp files cannot be opened as images.

You could try File -> Recent Files and see if you can find it that way. No guarantee but it won't hurt to try.

As has already been mentioned , it looks like there may have been a problem in the way you saved the image. If you have used some features not available in earlier versions and you have saved the pspfile as compatible with one of those versions (check the Options when you save) then it will merge the images, however you should have received a warning. If you did not receive this warning and you did not save it using compatibility settings then it may be a corrupted part of the install. As Joe has mentioned it is not a serious bug if it does not affect a lot of other people. It may be serious for you however, but not necessarily a bug.
Now with reference to the tmp files, the Autosave will not help you there. It would be nice if it could, but its usefulness is only if you have a program crash or a blackout .
I did some testing of the Autosave :
1. Loaded an image , duplicated it a couple of times, applied a sepia to the top layer .
2. Found where the tmp files and waited about 10 minutes so that there were three lots of Autosave operations done.
As can be seen in the Time modified the different saves are shown.
3. I then copied the temp files across to a folder on the desktop:
4. I then closed the program without saving and some files were deleted (same happens if I save the pspfile and then close)

The image reopened in the workspace. So as you can see the Autosave does work under certain conditions but if you save, do not save and close, or save incorrectly, the Autosave cannot help you.
It is a pity the Autosave only works in this way, when it could save your original image and then a script showing the changes you made since the last autosave. Then resave the edited image and again any new changes as a new script. each 5 minutes etc.

You need to "save as" a version of your file, after each important change, with a different name (myfile01, myfile02, etc.). I do that since years, with other programs too (Microsoft Word, Excel,...).
You will perhaps have many intermediate files but if a problem occurs, you may retrieve most of your work without harm.
When the job is finished, you delete the intermediate files if you want.
There is also an option to save the history of the changes made on a file. But you need to activate it (Preferences/Miscellaneous/Save Edit history) and you will see your actions on your image with
