If you mean faces of humans, then it isn't too difficult to do this with VS, but there are some products which are designed to do a far better job than what I've described below. However they are going to cost quite a lot.
It will take a little work to get it right, but essentially you could use the tracker on the original face to follow it's motion on the video.
The video with the second face will benefit from a suitably lite green screen and perhaps the subject wearing green too. Set up any lighting so that the shadows on the 2nd face match and carefully mimic the movements of the original face/head.
Using the feature to remove the green background and the tracking motion from the original video, it should be possible to overlay the replacement face/head over the top.
