Plugins Grayed Out in Raster Only

I'm having a dilemma and hoping someone can help. All of my plugins are only working or highlighted and able to use while my layer is in a vector layer. As soon as I change it to Raster they go gray and unusable. What can this possibly be from? I use PSP X9 & bought it while X9 was new so this is a very recent problem.

Which Plugins?
Which version of X9?

I use PSPX9 32 bit and have not had that problem.
