PSP 2018 increasing canvas size on Free Rotate

Hello, I am new to this forum, so forgive me (and correct me) if I've missed something I should do (or should not have done)

I am using PSP 2018 v20.2.0.1 x64 on Windows 7 Professional; Dell desktop precision 3420 (64 bit OS, 32GB RAM, Intel i7-6700 @ 3.4GHz processor, and a 1.8 TB HD with 1.18 TB free space)

I have created a New file -- 1500 x 1500 pixels @ 300 pixels per inch ( 5.0 x 5.0 inches using RGB 8-bits/channel)
I draw a circle on a new Vector layer *using the Eclipse tool set to circle (the diameter of the circle is approximate 1360 pixels)
I add a vector layer and using the Pen tool and create a radius line from the exact center of the circle to the topmost point of the circle (0° or 360° however you prefer to look at it)
With the radiusLine layer selected, I use Image > Free Rotate > (Direction) Right, (Degrees) 11.25, "All layers" checked, (Rotate single layer around canvas center is visible but non-selectable)
I select <OK> then check the Image > Image Information > Image (Dimensions) and the canvas size has expanded to 1764 x 1764 pixels (5.880 x 5.880 inches) -- still at 300 PPi and RGB -8 bits/channel

I have attempted to ask Support if this is intended functionality or a bug, but they are not understanding my question. I cannot find a related question on this forum.
The reason I question this is, by the time I Free Rotate my radiusLine all the way around the circle at 11.25°, my canvas size is huge and the image takes up most of the available memory.

Does anyone here know if this version of PSP (2018) intentionally increases the canvas size with the use of "Free Rotate"?

When "All layers" is checked, you rotate the background too and canvas is enlarged. The observed behaviour is normal.
If you don't want this behaviour, uncheck "All layers".
