Editing a Google earth screenshot

I've been struggling with this for a while and would much appreciate any help the experts may be able to offer please.

I want to remove most of the detail from this image:

Specifically I want:

1. Solid blue for the sea, with a distinct coast line (that doesn't need precision).
2. Solid green for the land.
3. But keep the white place names and their tiny circular markers.

Am I on a fool's errand, or can this be accomplished please?

I'm still working mostly in PSP 8 but happy to try it in PSP 2018 if that has significant advantages. And, of course, if it requires many steps as I expect then a script would be ideal, as this will be a frequent task.

Thanks Jean-Luc, but there are various reasons why that will rarely be OK for me. I work mainly in GE. With the map and scale set as I want, using File > View in Google Maps loses the scale and a different set of place names gets displayed. Even if the scale is roughly restored, those place names are not only far less distinct but also lose their red circle markers. There are also occasions when I have GE tilted and or rotated, which GM cannot emulate.

Terry, I don't actually have a clue what you're doing :-) but couldn't you use a combination of the map you want fixed and the map Jean-Luc provided by layering one over the other, resizing/reshaping as necessary. Then remove all of the names from the Jean-Luc map, and conversely delete everything but the names and circles from your map? If you're not looking for exact detail anyway (which I gathered from your original post) I would think you could scale both maps to be close enough for government work. Just throwing out a suggestion....
