With the lack of information provided, we can only suggest that the installation somehow has become corrupted, so you could try uninstalling then reinstalling

The VS welcome screen on any version that has it requires an internet connection - auto detected by the software.
The pretty much zero info you give suggests that the welcome screen starts, and dies in the process, possibly because the internet response is too slow.
So, how good is your internet?
Test it. Disconnect the internet from the PC, and re-start VS. That welcome screen should not now be there, even the welcome mode icon (the 'house') besides the edit mode tab should be missing. Does VS start now?
