Thanks for the Defender info, I did view my Defenders settings with all showing as “Warn”
@lata That is just the nasty part, you may think you are OK, my settings were all "warn" as well, but you have to go one level deeper into the "exploit protection settings" (bottom of "warn" stuff).
There make sure Force randomization for images (Mandatory ASLR) is "off by default" or you cannot install newblue stuff.
Looking at the Microsofts explanation below the setting: "Force relocation of images not compiled with /DYNAMICBASE" seems to me that the newblue installers/uninstallers .exe's may have been compiled without /DYNAMICBASE while other programs or applications who do not suffer install refusal due to this setting being "on" are compiled differently...

Thanks bitman
My settings Force randomization for images (Mandatory ASLR) is off by default.

I assume that if this has changed I doubt it is the user but probably a purchased FX Filter install?

Certainly I have never looked at or changed any settings in Defender.

I am not sure if I ever changed any setting there myself, certainly not recent, but maybe I did a few months back in order to protect my PC better towards hackers, malware etc.
I read up on a lot off stuff in computer magazines and the web, and maybe I got carried away :), I would doubt the change came from a plugin, but maybe after an install of an optional Microsoft KB...
Anyway the plot thickens as I just found out you could still have issues by Force randomization for images (Mandatory ASLR) is off by default while in reality it maybe "ON" for that particular program. There is an overrule possibility for programs (goto exploit protection, but instead of system settings, click on Program settings). You there find a list of programs which overrule the generic settings, for example Iexplore.exe has Force randomization for images (Mandatory ASLR) "on" ...
I suppose you can do the reverse and change the generic policy to be Force randomization for images ON, and add programs (like newblue installers) which do not work well with these settings and overrule it by putting it "off", but I think that is to much hassle for what it's worth.

Thanks to bitman..
I had similar problems with Video Studio X9 where the NewBlue Film Effects (5 effects) did not installed .......
I made the changes to Windows Defender settings and the effects got installed under FX New Blue Film Effects

Thank you for your answer @bitman , sadly your suggestion didn't help me, that option in Windows Defender is completely off. I don't have any issues into installing the filter, it's simply won't load during VideoStudio startup. Now I have two machines, a desktop and a notebook, on the desktop machine the newblue titler 5 never worked, on my notebook it did until videostudio got updated to Service Pack 2. From that point on Title didn't work at all, anymore.
I just contacted Corel Support, and they told me to update my notebook's video card drivers...
