From VideoStudio X10 header,
I get an empty popup window entitled 'Corel Video Studio' whenever I do any of these actions:
'Help > Check for Updates...'
‘Help > Message Preferences …’
‘Help > Messages’
The popped up window can only be terminated by Task Manager.
I don't think these functions ever worked on my PC (otherwise my Corel software behaves ok).
I've re-installed my Corel software via download (per Tech Support instructions).
Perhaps there is an Incompatibility between X10 and my other software.

I've just opened my own VS X10 and all three of those options function correctly.
Have you tried reinstalling -- though that would seem to me to be somewhat extreme, given the time reinstallation takes, especially since the program functions properly otherwise.
One thing you might want to try is this -- though it will sound counter-intuitive, especially if like many users, you don't use Internet Explorer. But for some reason the design of VS has been linked by the coders to Internet Explorer. This doesn't mean you have to use it. But sometimes users -- me included -- have had difficulty with internal dialogue boxes in VS which need a connection to the internet. What I am about to suggest resets them -- again, even if you don't use IE. Go to Control Panel > Internet Properties and open the Advanced tab. Down towards the bottom is a Reset button beside "Reset Internet Explorer's setting to their default condition". Click that button. Now see if those three options work.
If not, then the only other thing I can think of would be to go to your C:\Users\[YourName]\AppData\Roaming\Ulead Systems\Corel VideoStudio Pro (x64) and rename the folder labelled 20.0 -- call it 20.0_OLD for example. Then restart X10. It will take some time for it to reopen as it has to rebuild that folder and its associated databases. Then check to see if those three options are now working.

Ken, thank you for promptly replying with some plausible recommendations. But, alas, neither worked.
I did reinstall the Corel software prior to my initial post (Mar 05). I cleared %temp%, turned off UAC notifications, and opened the firewall prior to reinstalling. However, I did not unstall the Corel software - usually most full installs do any necessary clean up.
I reset IE settings (but I did not delete personal settings). Microsoft Edge is my default browser. However, I also use IE and Chrome on occasion. I also tried changing default browsers - but there was no change to the behavior of the three functions.

Like Ken I would assume it is an internet connection issue, although that does not rule out Video Studio settings
20.0_old folder can only exist if you have renamed the folder yourself, maybe forgotten doing that?
They do not get created when re-installing, only by us re-naming the folder which is a general reset of the program.
