I really could't guess as to the reason.
If i was a corrupted DLL They might have you uninstall, use the clean tool, download a fresh copy of 2018 and install that. Or Have you uninstall, use the clean tool, then create a new admin user on your computer, log into that, download a fresh copy of 2018 and install under the new admin user.
These would be the most likely in my opinion.
But they may also have you start PSP in diagnostic mode and when it hangs/crashes have you send the crash dump file to them for analysis. Maybe run the DirectX diagnostic tool. Any number of things. They will know what sorts of tests and steps you should do to help diagnose the problem. Just be aware they may ask you to repeat a lot of the steps you've already done simply to verify that they don't solve the problem.
