Creating new video with re-rendering entire thing

I have been experimenting with some of my own DVDs by editing out objectionable material for younger audiences. I have been successful in doing this, but so far the program has re-encoded the entire movie even though Smartrendering is checked and I have it set at the same maximum VBR of 7500. How can I force it to only render the edited portions (transitions) of the video?

I don't believe that Smart Rendering will work on MPEG2 files or do i miss something ?
