I dragged some 1080p videos into the timeline and right-clicked to create proxy files. I didnt hear my cpu fan spin up to generate the proxy files .. nothing seems to happen. The video playback is choppy even 30 mins later ... what am I doing wrong?

Hi
Go to F6 Preferences – Performance tab- make sure Enable Smart Proxy is ticked
Drag a clip to the timelines – view Settings Smart Proxy Queue Manager for progress or File Manager.
Once proxy files are created a small double icon will show on the clip / thimbnail

Hi
There is a sample video called SP-V01.mp4
That is 1920 x 1080, drag that to the timelines, do you get Smart Proxy file for that clip.
If no, go to Performance tab, what setting is set in “Create Proxy when video size is above:”
It should be set as 720 x 576 / 480
