So, I wanted to import a project from VS X10 to VS 2018. There was a missing video, and I could not locate it on my hard drive. I clicked the "Cancel" button in the relink dialog, but it came back asking if I wanted to relink. After a few iterations, I realized the program was stuck. I was unable to get back to VS 2018 or even to exit the program. I had to use task manager to kill it.
I submit that this is a bug.

If the 're link seems to be in a loop we can deselect 're link checking, lower left of the panel
That should get the program responding
