Menu/Right-click slow

I am having an issue with PSP x9 (64-bit, v19.0.0.96 x4) being slow to show menus.

What I am doing is copying images off the interwebs and then I fire up PSP x9 to paste the image by right-clicking.

I also tried clicking on the menu bar (as if I'm opening a file/pasting from menu) and it does the same exact thing.

It takes 55.77 seconds for the menu to completely show up (get a blank box until lettering appears).

I am running Windows 10.0.16299 or Build 16299 on an iBuyPower PC.

This is the only software I am having issues with except my PSP x5 but it doesn't take as long for menu to appear.

Any suggestions to remedy or things to check?

UPDATE: I found that I missed several of the updates to PSP x9 and loaded them up.

Seems to be working fine now.
