I'm fairly new using PSP and I am trying to take a photo of a face and change the shape of the eyes and make a straight mouth into a smile. I think I can achieve this by a lot of cut and pasting and cloning but I've seen designers stretch a masked area in Photoshop, but I can't seem to find how to do this in PaintShop Pro 2018
An advice would be helpful, I can't find any tutorials on this.

Did you try using the Warp brush? You might need to use the Push mode and adjust the size and strength to suit your photo and the effect you want to get.

In my experience that type of facial manipulation is fairly difficult to achieve without a specialized program/plugin, such as Portrait Pro or Perfectly Clear Complete, but they cost money and I don't know of any free ones.
