This is a relatively recent issue I've been having (as of the past day) where APLoading.exe loads, but the application itself does not launch (the loading screen vanishes after a few minutes, but nothing else). It's odd because I was working on the program yesterday and there have been no major Windows Updates (Windows 10).
I have tried deleting and re-installing the program multiple times, I have tried hard and soft resets, as well as a driver update and security rollbacks. Is it a corrupted file or an issue with a security override or something else?

Try turning off the internet to see if the program will launch, just a thought?
Can you try using the cleanup tool to remove / uninstall the program.

This folder is used to reset the program, Renaming the 20.0 to 20.0-old
You should also re-name this folder after running Cleanup.
C:\Users\User Name\AppData\Roaming\Ulead Systems\Corel VideoStudio Pro (x64)\20.0

Thinking out loud here...
When you shut down Windows, do you do full shut down or do a sleep mode? If sleep/fast boot/restore to last mode type thing then the VS executable might still be running - open Task Manager and check the loaded processes. If VS is listed, shut it down then try to relaunch as usual.
