Foreground/Background color is Grey - Can't Change It

I am wanting to color part of a grey scale image but the color boxes are shades of grey. I can't change them to a color. WHY?? I have the standard palette open but no matter the color I choose it just returns a shade of grey.
Am I doing something wrong here and if so what??

Try:
Image > Increase Color Depth > RGB - 8 bits/channel or 16 bits/channel
