Add image file to raster layer?

Other than adding a file then copy/paste into an image that creates a new layer, is there a way to open an image (similar to File Open) to go directly into an empty raster layer I already created above my background image and duplicate, etc?

Nope. At least not specifically what you asked for.

You can drag an drop files into the layers palette and they'll open as a new layer. You can do this from a folder, or from the Organizer palette. You just click and drag, hover over the layers palette until you get the horizontal line telling you where it'll be dropped in as its own layer. But you can't do this into a layer, it'll always be its own layer.

Yes, drag and drop from a Windows Explorer file list of images will do what I essentially was hoping to accomplish.
