Hi. I have a really frustrating issue where I cannot make a selection that actually snaps to the edge of a sharp image.
Bascially, I created a sharp image using shapes, converted it to a raster layer, filled it with one single colour and duplicated the image. Now I want to apply a gradient colour to the shape in the upper layer, but when I try to select it using either Smart Selection or Auto selection, PSP will not select up to the edges of the image. Whenever I try, I am left with quite a large gap of about 2 pixels between the actual edge and the smart selection edge. In Smart selection, I tried dragging the cursor across the selection that was not captured in the first instance, but the tool simply will not grab to the edges. There can be no confusion on the edges - the background is transparent, the image has sharp lines and is just one plain colour all over. I have switched off feathering, and the tolerance is set to max. I have tried it with smart edge switched on and off, but it makes no difference. I also have the same issue if I try to use auto selection.
Is this a bug or glitch? I'm pretty sure I was able to get selections to snap to edge previously. I have PSP 2018 running on Windows 10.

I was able to get it to work properly with the auto selection. However, I can confirm the issue you reported with smart selection and the pixels around the edge not being selected.

Re: Inaccurate snap to edge on smart and auto selections
I gather you are using the preset shapes tool. I chose the symmetric shape tool and created an empty 7 point star. I had to use a fill color to outline the shape and so had to have a width for the stroke .
I am not impressed with the Smart Selection Brush which did not select to the very tips of the star and any attempt to get it to select that finished with an area of transparent selected as well.
The Auto Selection did well.
I generally get better results with the Magic Wand rather than the Smart Selection Brush which I find not very Smart at all for this type of image.
