White border with lettering

Is there a script tutorial for adding a white border to a picture and add a name (this is the only thing that would change) below similar to the example I attached (first image)?
The size of the image with the border will be 8x10.
I will be using this on a regular basis and would love to use a batch process to add it to a group of head shots.

You may record your steps in a script and run it on other images.
