Hello,
I need to be able to open any image and see its border. At the present time any image I open is zoomed in a lot.
Can't seem to find where is the button to make that a permanent change.

What version of PSP are you using?
Generally speaking the option is located at File -> Preferences -> General Program Preferences: Click on View - then under New Images make sure "Auto size" is checked. This should auto-zoom your image to fit within the workspace.
