Yes, you can purchase a new PC and install PSP on it. Yes, you can have PSP installed on up to 3 computers if - according to the terms and conditions - you are only using one instance of PSP at a time. If you are having problems with it not installing because somehow Corel's servers are making the mistaken decision that you are violating the EULA then I would suggest you do as I previously suggested - that is, use your firewall software to prevent PSP from accessing the internet. As long as you aren't violating the terms of the EULA then Corel has no rights in making you have PSP connected to the internet.

@Ken Berry and JoeB (Ken, why don't re-reply at my previous reply?)
About license: I think it is for only 1 installation, I think that the paragraph beginning "EXCEPT IF LOCATED IN CHINA, INDIA, INDONESIA OR VIETNAM" saying "MAY DOWNLOAD AND INSTALL ANY OF THESE SOFTWARE PRODUCTS ON UP TO THREE (3) SYSTEMS ..." has to be so interpreted: only those peoples can ...

What about?
and what about my previous last?

Joe, it remains the problem that I can not ask any support, of any kind, to Corel who stubbornly refuses it.

The Italian version of the Corel site has chat, phone number, and email. So you aren't restricted to calling.

In the section of the EULA that you pointed to it says quite clearly that failure of the main device (such as a hard drive crash or motherboard failure for example where you can't run the machine any longer) or removal of PSP from the old device is all that is required to install it on a new computer.

Also I have PSP installed on two computers, Corel has never once called me out on it. They aren't actively monitoring how many individual computers you have the software installed on. They're monitoring registrations. And eventually you'll run out of registrations and you'll either be required to buy a new copy or just contact support and get your registrations extended.

But, again, if this is truly a replacement computer then all you have to do is remove it from the old computer and put it on the new one. If you can't uninstall it from the old one due to a failure of some kind that is also acceptable.

Sorry, but NO Corel support is in Italy, as you can see by the attachment I can only mail or phone: by mail they reply "NO support s the serial is unknown", selecting the phone number the telephone operator replies number unknown (???)
Probably, as you say, I can reinstall PSP on another PC, but it remains the problem that I can not ask any support, of any kind, to Corel who stubbornly refuses it.

PS: the attachment (a jpg file) is not loaded, I don't understand why, may be I am not authorized?
anyway the site says: (No chat) Invia un ticket Risponderemo alla tua e-mail entro 24 ore

There is no point in my replying again since I can only repeat what I and others have already said: you can install PSP on up to 3 computers but use only one of them at a time. Your own interpretations or worries about other parts of the EULA do not alter that basic fact.

In my case I have purchased two copies of each version of the my X versions of PSP (except for X3 where I only have one CD). So far only one version of 2018 until I get an offer at a price I cannot refuse.
This has allowed me to install each version of PSP on 3 Toshiba Laptops and a Desktop containing switchable C drives for Windows 7, 8.1, 10 and even XP.
I only use one version of PSP at a time:
eg On desktop I may be using 2018 and comparing with PSP X9 on a laptop or also on the Desktop at the same time.

To have say X9 running on the desktop and the three laptops at the same time (4 instances) is superfluous.

I have the different C drives with different Windows versions and the same PSP version allows me to compare the operation under different windows systems when people have problems with a version of PSP on one version of Windows but not on another. I can try and duplicate their basic setups and see if their problem / bug can be duplicated.

Earlier versions allowed you to postpone registration unlike later versions which require it.
Systems available Win7, Win 8.1,Win 10 Version 1607 Build 14393.2007 & version 20H2 Build 19042.867

It seems that we are going out of the way, the question is not how to run 10 PSPs simultaneously with 10 licenses.
Let's go back to the original questions.
1) Although initially placed in a different form, the problem arose because, requiring technical support from Corel, this was refused me by not recognizing the serial number that I had legally used to install PSP.
Consequently I posed the problem of how I could re-install the SW on another PC.
2) Then, based on the first answers, the question arose how many PSP can be installed (on different PCs) with the same license (serial number): the question is still undefined and certified, the rules are ambiguous and contradictory , who says 1 who says 3, what Corel means is not clear and is not known.
The Corel END USER LICENSE AGREEMENT says "... UNLESS HEREINAFTER AGREED OTHERWISE, YOU ARE PERMITTED TO USE ONE (1) COPY OF THE SOFTWARE FOR YOUR (A) PRIVATE, NON-COMMERCIAL PURPOSES AS A PRIVATE USER, AND/OR (B) COMMERCIAL PURPOSES IN A COMMERCIAL BUSINESS (“BUSINESS USER”)... " and in the following "... EXCEPT IF LOCATED IN CHINA, INDIA, INDONESIA OR VIETNAM, PRIVATE AND BUSINESS USERS OF AFTERSHOT, COREL CAPTURE, COREL CONNECT, COREL WEBSITE CREATOR, CORELDRAW, COREL DESIGNER, CORELCAD, COREL OFFICE, COREL PAINTER, PARTICLESHOP, COREL PDF FUSION, PAINTSHOP PRO, PAINTSHOP PHOTO PRO, PARADOX, COREL PHOTO-PAINT, PHOTO EXPRESS, PRESENTATIONS, QUATTRO PRO AND WORDPERFECT THAT HAVE MULTIPLE COMPUTING DEVICES (E.G., STAND-ALONE COMPUTER, LAPTOP AND MINI/PORTABLE PC) MAY DOWNLOAD AND INSTALL ANY OF THESE SOFTWARE PRODUCTS ON UP TO THREE (3) SYSTEMS IN A SINGLE ADDRESS; HOWEVER, IT CAN ONLY BE USED BY YOU ON ONE (1) SYSTEM AT A TIME."
How should that "EXCEPT IF LOCATED ..." be interpreted? I believe "only if located in ... UP TO THREE (3) SYSTEMS IN A SINGLE ADDRESS", others interpret it "all the world except for ...", but what does Corel really mean?
In support of my interpretation I add that the IT version of EULA Corel says "GLI UTENTI RESIDENTI IN ...", that is (instead of "EXCEPT IF LOCATED IN ...") "USERS RESIDENT IN ..." which means only those users ...!
3) Last but not least question: how is it possible that Corel does not recognize a serial number that has allowed to regularly install the PSP and refuse to give a reason for that?

Can we stay on these points?
