Oh dear,
I did open a support ticket about this problem, and wrote quite a clear note about it, but I get the impression the support person just doesn't understand the problem.
The replies I'm getting are pure company crib sheet answers which are in this case TBH foolish.

The first reply was as expected, though it wouldn't have made any difference, and it didn't, but out of courtesy I complied.
Delete all Temp files. Done.
Turn of UAC. Done.
Turn Off Firewall. Done Temporarily.

Try the re-download.
Of course it didn't work, the networking computer still has a satisfactory PSP 2018 so the pre-installer still has a flag barring the download.

The next reply, same operative, must not have read my reply and my simple summary of the problem.

I get the impression he doesn't understand the concept of a NONE networking computer, that obviously requires any upgrades etc (Corel or any other) having to be done using a different networking computer to download the files then manually transfer to the the Non networking...

He still thinks the problem is with my networking computer, and that I should uninstall the perfectly good working PSP 2018 then use the PSP Cleanup tool, then download and install the new downloaded file.

No understanding or mention of the other computer.
I 've replied, again summarizing with the smallest words I can use... (And of course no expletives).

After 12 days of back and forth I've told them to close the Support ticket as it is a waste of my time going over and over the same ground.

All I've been getting from them, going around and around, re-parroting and then again after a few days are Crib sheet replies that start with you need to uninstall PSP 2018 then you can get a new download, you need to uninstall then use the cleanup tool, then you can download again, and so on...

Then, can we arrange a time suitable for you, to get remote access to your computer... No chance, nothing wrong with any of my computers.

They've also thrown a number of URLs in my direction, but they all lead to the 5.98 Mb pre-downloader which obviously will not ever work when run. (I've tried them all believe me).

But not once have they pointed me at the "psp2018_pro.zip" of 393,744 Bytes file.

It's patently obvious from the now extended conversation, they have no understanding of the difference between the method used to download PSP X8 and X9 and this new method introduced for PSP 2018.

Anyway, the ticket is now closed unresolved.

I borrowed a friends Laptop computer that doesn't have PSP 2018 installed on it. Copied over the Predownloader, ran it and downloaded a number of copies of the "psp2018_pro.zip" of 393,744 Bytes.

Okay, I know I could have done that in the first place, or even used one of the "psp2018_pro.zip" of 393,744 Bytes I have stored from the initial download I did weeks ago, but why should I.
I paid, but was prevented from downloading what I'd paid for by some scabbily written interference app.

Result!...

Funny old world... I've always played fair and where required paid for the software I use, even purchasing three copies of PSP to update my computers, but I now see why a lot of folks won't pay and use bootleg cracked apps all the time.
