HSL Layer Adjustment
I have returned to PaintShop Pro after a fairly long absence using another editor, so perhaps I have forgotten something, but when I try to add an HSL layer adjustment I do not see any way to adjust the Hue, Saturation and Lightness for one particular color. Instead all I get is a general HSL adjustment. If I want to tone down the sky, but not the trees or flowers, so how can I do that?

With the layer properties open, under the adjustment tab, there is a drop down that reads "Master" change this to Reds, yellows, blues, or whatever, and it'll narrow down on those colors. You adjust the start and end points and the center point to pinpoint the colors you're most interested in editing.

1) Opened Layers -> Properties,
2) When the dialog box opened I clicked on the Adjustment Tab,
3) All I saw was a single slider labeled Strength. I saw no way to change a Master dropdown.
Assuming that I was doing the wrong thing I looked for the Master in the HSL adjustment layer, but could not find it. Where am I supposed to be looking?

There is a button / icon for adjustment layers at the bottom of the Layers Palette - a circle half black and half white. Click that and choose Hue/Saturation / Lightness
When you get your HSL Dialog box you will see a box labelled edit.
Clicking the down arrow you would see a number of colors to operate on. If you wanted to darken just the sky then you would choose Cyan .
The middle circle of the color wheel will then show a white dot in the middle of the Cyan area. you can click on that and move it to match as close to the exact color of your sky .
You can also move each of the white bars near the dot to narrow down or widen the selection of colors affected.
Then you can change the saturation , lightness to produce your effect :

Thank you for the screen shot. At least now I can see what the source of my problem is.
I have tried using the HSL adjustment both from the Layers dropdown command and from the layers panel icon you mentioned. Both give me an HSL dialog box without the Edit box you mentioned. It was that Edit box that I was looking for when I opened this thread as I could find no way to adjust the color the HSL adjustments should be aimed at. Here is a screen shot of the HSL layer that is displayed by my version of PaintShopPro, As you can see there is no Edit box for me to choose a dropdown color from.
Setting or unsetting the Preview On Image checkbox makes no difference. There is still no Edit box for me to check. I assume there is some global flag that perhaps is set incorrectly on my system, but I do not know where it might be.

After I posted my response I went back to take a closer look at the HSL dialog box that is the source of this problem on my system, and here is the previous screen shot with that dialog box expanded. As you can see there is the edge of a small control that was not visible on my system when the dialog box is displayed normally and I assume that is the missing Edit box that I could not find before.
2018 is running on my system in a Parallels VM and I am beginning to think that the real source of the problem may be the scaling of the image of the dialog box (and everything else) being done by the Windows VM and that some adjustments of those scaling settings will show me the entire dialog box rather than the one with the missing information.
Here is the expanded screen shot and I have placed an arrow where I can see the edge of something poking out. I suspect without your post I might have just assumed that it was not there, so thank you for pointing that out to me.

Try clicking the Preview at the top Left - does the preview image show?
I have found that you can resize that dialog box if the preview windows are visible by dragging on the bottom or diagonal corners.

All of this is running under Parallels on my Mac, and the normal display on a 24" monitor is almost too small to see from where I sit (about 3 feet from the monitor), so I set the display at the recommended resolution, but with the size of items set to 125%. That caused the dialog box for the layers controls to fail to display the Edit box, as shown in my screen shot.
I took your suggestion and clicked on the Preview control, but it does nothing. It is fully visible, but it does not open up the preview section and the dialog box size does not change. I guess changing the size of the display items was not such a good idea ...
Unfortunately, when set to the default of 100%, the text is too small to see well. I guess the next thing to try is changing the display resolution to something lower than the recommended (or perhaps better glasses
