I have installed PSP 2018 and after initially having the problem, once I installed the Update 1 , it works just fine.
The version number with Map globe selected and a fresh image : And two examples showing it working with some others I did earlier. So it has been fixed for some. If others with the problem have removed used clean up tool and downloaded a fresh copy of the program and installed that and they still do not get it working then there may be something system specific.
I am using Windows 10 V1607 and have managed to hang onto that by setting it as a metered connection and when the nag screen comes up to upgrade about once a day I just click remind me later.

As I indicated before, I purchased 2018 in November of last year, and from what I can find, the install program was the final version as was the patch. I have not installed any patches since then. Also, I installed both on my desktop and my laptop from the same installation file, and I only have the problem on my laptop (Surface Pro 4, not on the desktop. So, it's still a strange problem.
I'll try a reinstall. You mention downloading the main program again. Where can one find that?
So far as I know, Corel gives you 30 days to get the program unless you pay more to all downloads after this period (which is ridiculous, as is 30-day support).

I reinstalled PSP2018 and the map worked. The install gave me 20.2.0.1, which, I presume is the latest version. I did not try the patch from the site as the program tells me that there are no updates. I'll leave well enough alone.
I do hate having to reinstall programs when nothing has changed and almost everything works. Usually, a reinstall does not resolve minor problems. Here it did. Strange.

Congratulations.
I suspect (unproven of course) that they may sometimes fiddle with the program a bit making minor changes that are not big enough to place in an official Update. So easier to replace the older version on download site with a slightly updated version so that the advice to redownload and install amazingly works.
I note in the mail I received concerning my order that:

Just as an FYI: this apparently is NOT new to Pro 2018.
I just encountered exactly the same issue in PaintShop Pro X6 (16.2.0.20 x64 running on a Windows 10 machine); so apparently the root cause has been lurking in the code for quite some time. My way around it:
1. In "Manage" view, move the error message notification box to the upper right corner, just below the mode buttons
2. Click the "No" button
3. QUICKLY (before the box can re-appear; this will be difficult, and might take several tries), click the thumbnail view mode button
4. The message will re-appear.
5. Use Windows task manager to kill PaintShop
6. Restart PaintShop
*IF* you managed to switch modes on Step BEFORE the box re-appeared, when you restart Paintshop, it will run normally.
It's not a great solution; but it works.

I’ve been using Paintshop Pro since the mid 90s, when it was still owned by Jasc, and the Map feature has never worked properly on any of my computers, any version of Windows, or with any version of PSP. I’m currently using PSP 2018 on Win10.
The nature of the failure has varied over that time but usually PSP doesn’t hang. I can continue using all the other features. It has sometimes involved a message about javascript problems (as now) but often just a message saying it can’t find an Internet connection.
After so many years of experiencing this problem I’m not expecting Corel to fix it. I guess I’m just registering a “me too” here… but it would be nice to have PSP working as advertised.
Do they read these posts? Do they care?
My work-around has always been to use a different program for mapping. I’ve found GeoSetter to be pretty good.

Try this: with the PSP ap, right-click on it. In the context menu, select Properties. When the Properties window comes up, click on the Compatibility tab. Under the Compatibility tab, click on the troubleshooter button. Then follow the prompts. Maybe that will fix it. (I'm still exploring the reach of the "incompatible program" issue).

If I open the geotagging webpages in chrome, the web console shows three errors. Two of them are unimportant. The third is InvalidClientId. Suggesting that either Corel has not updated their license, or there is a typo in the url, or that Google has once again changed their system and what once worked works no longer.
So, I created my own project in Google Cloud console, turned on the maps places api, and created a key to call the maps javascript. Then I replaced the maps api url with my api key and now I can geotag my photos. I never geotag my photos so it's kind of a waste of effort. But still, it works.
The obvious downside is it costs $0.007 per map load. Places calls are free up to the first 100,000. But if I load the maps 1000 times in a single month it'll cost me $7. So best to use Corel's account where possible.

Technically I am saying there is a problem with Corel's account with Google which would explain the issue. And that my only fix puts the cost of using the system on you instead of Corel. Essentially I have no fix.

I woud be guessing that Corel is now wishing they had never introduced the mapping feature and other similar features that are reliant upon protocols that are outside their direct control.
If Google were to change the protocols each year that would cause PSP to have to change their program them each year or make special hot fixes and they would be unlikely to make them available for all versions of PSP back to when the mapping feature was introduced.
I have only used the feature on a few test images to check when users report problems. I did without back at Jasc PSP 8, and X2 - X4 (it seems to have been introduced in X5).may be useful for those that do a couple of trips and need to organise images based on geolocation, but when you have over 100000 images , going through and setting geolocations is a major and unneeded project.
