Bounding Box around text
What is the purpose of the bounding box in dashed lines that appear around text that I have entered on images,(not the ones that allow repositioning and resizing) in PSPro 2018

Check the "create as" option in the tool options - it is likely you have the option Selection. This allows cutting the text (stencil) for use elsewhere.
