In several tools there is a setting called "Feather". For example in the Selection Tool > Magic Wand there is the option to change the feather from "0" upto "200".
Could somebody explain what the exact purpose of this "feathering" is. I tried it by changing the feather, but I'm not sure if I am using it correctly

You use feathering to create a soft edge to a selection.
Say you want to select something to add to another image. A soft edge to the selection will make the selection blend in better.
I find it a very useful option

My computer is being a pain and the new one hasn't turned up yet.

If you are new to some graphic concepts (like feather) then when you run into a tool or an option in a tool that you're not sure of you can simply go to the menu item Help>Help topics and type the word or tool name you are unfamiliar with into the Search box. If you type feather it will take you to an explanation like the one Joelle gave you, and also more information about feathering selections and using selections in general.
