I am still having trouble customizing my Layer Palette "right click" functions.
I can add extra commands to the menu but can't make them "stick". -ie as soon as I close the layer palette menu after customization, I reopen and the extra options have disappeared.
This is not a problem I've ever had before.
Other customizations to toolbars have worked perfectly.
Can anyone make a suggestion?

This lack of customisation started in X5.
I have my X4 layers context manu looking like the X2 layers Context menu. I find it easier to Right click a layer I am already on and then target my choice which is a space as wide as the layer palette instead of going down to the bottom and targeting one of those small icons.

I don't have a problem customizing the right click menu in the Layers palette. Like @hartpaul I prefer the right click method to access commonly used Layer commands to having to cursor to the small icons, so I have made a few minor additions to that menu and a slight re-arrangement of the options within the menu (see attached). They stick for me.
The procedure I followed was to do the customizing and then immediately save the workspace (I saved it with a slightly different name than the workspace I had been working in). Then I loaded that workspace. The changes stuck. Then I closed PSP and reopened it. It opens with that new workspace and, again, I still have the changes in the context menu.

Have tried to follow what you have said Joe, but still cannot get changes to stick.
I open the customize window, then right click the layer , Drag Properties down to the bottom of that group.
If I close the Customize dialog , as soon as I Click File to go to Workspace > Save then the layers context closes and the change is lost. Using 20.0.0.132. Tried with X9 and 32 and 64 bit versions of 2018.
Tried closing the Customize dialog and immediately Shift Alt S but again the context closes and the change is lost.

I think that is the step causing the problem. When you open the Customize window you have to go to the Menu tab in that dialogue, and in the right panel click on the dropdown arrow where it says Select Context Menu. Click the Layers Palette option and it will open another window with the existing Layers palette options present. It's that window you have to customize by dragging things around (like Properties) and adding other commands like New Raster Layer, etc. You add stuff (after you have that context menu open) by then clicking the Commands tab and the Layers option under that tab. The draggable options are in the right pane. Once done, close the Customize window and that Layers menu will also close. But now if you right click in the Layers palette you should see your changes. At first I thought it was because you don't have the latest 2018 update so I experimented with X9. If I follow your procedure (i.e., open Customize than right click the layer to get the context menu) then it doesn't stick for me either. But it works fine if you choose your desired context menu from the options in the Customize dialogue.
