So far PSP2018 IS working, that is the good news. But it looks a bit like it has been rushed to the market.
First of all: the advertised "50% faster loading" must be a joke. On my machine it's taking AGES to load, making even PSP X9 look like it's loading in a blink (which it is not). Starting PSP2018 for the first time even took about 10 minutes before the initial screen came up. At first I thought it crashed.
Searching for updates gave me an error message with a "file not found" on my machine. I couldn't tell which file was supposed to be missing, because the window was too small. I can't reproduce the message either, because now it's working. Strange.
Even stranger, when I try to install the "Update 1" from the support pages, it says it is not needed on my installation. It could be included into my basic installation already. I just can't tell, because the download page doesn't say to which version "Update 1" applies.
To compensate for that, now PSP isn't closing anymore at times! Somehow I have two PSP-Task running, none of these reacting to the click on the "Close"-button. I have to kill it via task manager then.
So, better contact the support? Not with my PSP2018! The first try threw me right onto a "404" landing page. Only the second try worked.
Corel, really, I'm not impressed. Hopefully the graphic functions work better than the basic program.

10 minutes opening time is far too long. Something is seriously wrong with your installation.
What version is your PSP?
Do Help > About to find the version numbers. Should be 20.2. 0.1.
Did you install as recommended on C drive and both 32 and 64 bit versions?
Are you running it on a desktop a laptop or other device?
Does the start up time reduce a lot when you do a second opening?

The version is 20.2.0.1 and I installed the 32 and 64 bit versions, though I mostly use the x86. Starting up the x64 for the first time again took several minutes, hogging the CPU and doing basically nothing on the hard disk.
I have an older and (by modern standards) slower desktop machine, but for a photo editor it's still fast enough. It was with PSP X9 at least.
Starting up PSP the second time is faster than the 10 minute delay, but it's nowhere near my year old X9 installation.

Sorry forgot another question. What is the amount of your Ram? (A lot of these can be placed in your profile info so that you don't get asked all these questions again.
Try :
Open Task Manager , click the Performance tab, at the bottom click Resource Monitor. Minimise to task bar and then open up PSP 2018 , then restore the Resource Monitor and see if PSP is showing up in red or if any other application is .
I had freezing of PSP and also a lot of other programs including browsers and eventually traced that to a failing hard drive - sectors hade to be read a number of times to be able to get the correct information from them. Cloned the C drive to a new drive and no more problems. As you mentioned that your computer was pretty old, that is a possibility if other programs are experiencing problems.

RAM is 8 GB and there is no problem whatsoever. I wouldn't expect PSP2018 to use THAT much more RAM than X9.
The hard disk is fine, no warning in the S.M.A.R.T. data. I will run the defragmentation, though. It might help a little.
The only culprit that does show up in the ressource monitor is the CPU. PSP uses a lot of processor time to start. And the network. SInce I don't have the fastest connection, I have to check out that, too. I made a test installation on my laptop, so I can try it under different conditions.

Aha older computer slower network and also apparently reliance of PSP to phone home for adds each time it starts and using internet explorer are all things that have been found to slow it down.
