I want to add my filter-folder, but don't have the file-location-option in my menu.
I work with Corel PSP 2018 and Windows10.
Hopefully someone can help me...

I think you're in the Essentials workspace. Normally that section has "Preferences", "Workspace", 'Color Management", and "Database Backup". Yours only shows Preferences and Workspace, which is what the "Essentials" workspace shows.
Make sure you've moved to the "Complete" workspace. Under Workspace select "Complete"

As others have said the version number would help determine the issue.
There was an problem with the release of a bad update and it's possible that is what is causing your issue.

Version is 20.0.0.132, but it's a problem with users, because in another user, the menu is complete...

Please do this to get to Customize.
View > Customize
The category should be File and in the right hand box under Commands, scroll down and see if File Locations is there.
If it is, then from the main Menu open up the File > Preferences and see if you can Drag File Locations from the Command box over and place it in its correct location fourth down under File Format Associations and release it.
Close the customise dialog, and then see if File > Preferences > File Locations opens and works.
