Try to make a script recording with the Topaz Labs Adjust plugin in Painshop Pro 2018.
This is what I do:
Open a image
Push the red recording button
Duplicate a layer and name it Topaz Adjust
Go to effects open Topaz Adjust
Apply the desired effect
Click OK the plugin closes and the effect appears on the layer
Go to file> save as and save as a jpg
Stop the recording and name the preset
Load a new image
Run the effect
It shows all steps, but the effect is not applied, what ever I do it doesn't record the effect.

This is because while a script can record all of the things you do within PSP it can't actually record the adjustments you are making in a third party program like Topaz Labs Adjust. You would have to make your adjustments manually when Topaz Labs opens then close Labs, so obviously that step would have to run interactively. Also, if you recorded the script while your saved your file the script will save it and subsequent images with whatever file name you chose when you recorded the script, so you would need that part of the script to also run interactively so that you could change the file name. There may be a way to cause the script to automatically use the name of the image but I don't know how to do that.
If your intent is to use this in a batch process (and batch process can rename saved images) then, because of having to make manual adjustments within Topaz Labs, batch process wouldn't be feasible using the plugin. If you were to create the effect you want using native PSP tools and effects then this could be done because the script would record the settings you used to create the effect.
EDIT: I just ran a test using another plugin, this one Alien Skin Eye Candy 7. This plugins works slightly differently in that if you select an effect then the next time the plugin opens it defaults to that effect immediately, so when it closes that effect is applied to the image. You only click the OK button to close the plugin and it returns to PSP and it doesn't require user input to select the effect once it is used in Eye Candy. So running the script with the steps you describe does work and can run silently, automatically applying the Eye Candy effect because it returns the image to PSP with the effect already applied. It doesn't appear, however, that you can configure Topaz Adjust to open with a default preset and immediately apply it to the image, so you just get the original image back in PSP.
