Resize it.
No need to add an extra layer. That is exactly the point.

When you edited your post you sort of left the start the same. Like you didn't have the issue. Like you couldn't see it.
This is only an example the reality is much more annoying, especially when you're dealing with colour.
By nonpixel resize i mean not nearest neighbour. I obviously realise that all methods of resize involve pixels.

Stop the Presses SweetCryssy. I don't get the halo effect if I use Pixel Resize. Can you or others that see it verify the fact.
And Flagpole that also solves your problem as well. I took your image 500 x 500 pixels and resized down to 100 pixels and then scaled up and could see the grey added pixels easily, but using Pixel Resize no problem.

The problem is the logic is wrong... Whenever interpolation is required and it doesn't have an RGB value for a pixel it assumes a value of 0,0,0. This is probably a null value.
Pixel resize is also known as nearest neighbour is the most basic resize algorithm. Produces awful results.
I just use the Gimp.

So, I applied the Resize by pixel method.
When resizing by the other methods, yes, I see the grey color around the border.
