So I've rigged my Ubuntu computer to copy across my camera's raw files when that particular SD card is plugged in. It copies them to a specific place. Normally speaking, at some point after that I'd open ASP, Alt+D, Return, Return and have those files copied into the right place in my library, with the default filters applied for my workflow.
I want to extend my automation so that I can go right from plugging in the SD card, to importing into ASP and exporting so I can then take those rendered JPEGs and stick them on Google photos for access from my phone (et al).
But how can I tell ASP to download and export from within an external script?
Can I script a download and export, externally?

Not sure you can call ASP with an import command.
Thinking deeper about this, you could add a command to the batch job with which you run ASP (you know, but others may not, that this is necessary to let ASP load an application-specific LIBPATH). Such a command could "notice" the existence of a flag or file to indicate you had previously (with your existing DL script) prepared a card's worth of pictures to catalogue.
