Using PSP Ultimate 2018 and Win 8.1 I got a png picture from PSP freebies site this morning called poppy frame transparent.png.

Simply
- open the png image,
- open the photo you want to frame
- copy the png image
- paste it on the photo
If the photo is too large for the frame, resize the photo. If the frame is too large for the photo, resize the frame.
That should be it!

You can also export it as a PSP frame and use the Picture Frames command to quickly add it to any image.
To convert to Picture Frame
1) Open PNG
2) File -> export -> Picture Frame
3) Give it a name and save.
To use Picture Frame
1) Image -> Picture Frame
2) Select Picture Frame
3) OK
