After a few uses of the straighten tool in PSP 2018 on a few scanned images, the operation gives an error that the cropping operation cannot be completed (I am not cropping at all, but trying to straighten) or there is no error message, but the straighten grab line just jumps lower on the image.
The only way to proceed is to restart PSP. I cannot do that every ten minutes. PSP X8 is not doing this.

Straighten tool has a crop option, when you straighten an image it's just rotating it, and after it's rotated the edges will be blank or filled in with the background color. So PSP will attempt to crop the image for you to get rid of this extra bit of canvas. You can find this option on the tool options palette, it's a checkbox next to "Mode" for "Crop Image." Do you have this checked or not?
There is another option "Rotate all layers" If you have multiple layers in your image and you try to use the straighten tool on a layer that is blank or would be cut off in the rotation by the "Crop Image" option, PSP will give an error "The image cannot be cropped because the result would be an empty layer" Is this what you're experiencing? Do you have extra layers on the images that fail? Have you tried turning on or off these features?

Thanks, I will test in detail. I get the error of "The image cannot be cropped because the result would be an empty layer" while working on a jpg file that has no layers. Will check the checkboxes and see what it does.

That is normal behaviour for the straighten / crop . What is happening is that the horizion may be higher on your images and when the straighten tool finishes the auto crop it resets to the center of the image.
You will probably find that if your horizon line is low then the the straighten grab line jumps higher on the image.
I have seen a cropping error as far back as Jasc PSP8 when an error message rarely appeared that said the crop area was not valid. All this required was a slight movement of the crop rectangle or slight change in the dimensions to allow it to proceed. Cannot remember seeing this in the later X versions.
