PSP 2018 freezes randomly

Reinstall in Windows 7 compatibility mode, or try Troubleshoot Compatibility. Might work, might not.

I had this issue and increasing Virtual Memory worked for me. Have you tried it?
Virtual Memory is supposed to act as a savior where the physical memory (RAM) runs out when running resource intensive programs. To compensate RAM, Virtual Memory combines the RAM with TEMP Storage on your Hard Disk. Many users have reported that there freezing issue was fixed by increasing the Virtual Memory to 8 GB.
1. To increase VM (Virtual Memory), Hold the Windows Key and Press R. Type sysdm.cpl and Click OK.
2. Then click Advanced -> Settings -> Advanced -> Changed. Uncheck Automatically Manage paging file size for all drives, and choose Custom Size.
3. Set Initial Size to 1000 and Maximum Size to 8192. Then Click OK and Reboot the PC.
This shall definately solve your issue. You can refer to this answer from Microsoft for further help, or you can try some other alternative methods.

Thanks, I've done it but have yet to reboot... praying it works! I spent the money and "upgraded" to PSP 2018 from my older PSP, which randomly crashed... but 2018 is even worse! Not only does it crash as often as the old one, but now it freezes every few minutes for 30 seconds to 1+ mins. Checking back in. Same issue with random freezing. Just did it 3 times in a row after restarting. I have all latest updates to WIN10 and NVIDIA and no other program I run has any issues like this. Didn't happen with previous version at all. Only after install of 2018 version. Maybe no one cares because it only happens to "a few" people. But I paid the same as everyone else so...thanks for any suggestions.

Checking in on this issue again. No one has any ideas? Corel doesn't acknowledge any issues like this.

I changed my virtual memory and it helped at first but now it's worse than ever.. freezes for 1-2 minutes at at time, every five minutes or so, and crashes once in awhile. I decided to finally upgrade because the last PSP crashed (didn't hang) and I was sick of it... this version is actually worse!

I had problems with PSP freezing while having a disc in the optical drive, although not linked as collection in the Manager. PSP used to work fine at first, but getting slower one by one, and then freezing. Getting the disc out of the drive was difficult, took often 15 minutes until the drive opened. It seemed, PSP tried reading the drive for some reason. I noticed this misbehavior from version to 17.3.0.30 x64 to 19.2.0.7 x64. PSP 2018 (version 20) works fine so far (but of course I trained myself to have no disc in the drive anymore.)
Having my photo collection on hard disc as a collection in the manager failed too - starting PSP took far too long then, although I started into the Edit tab, not into Manage tab. Lesson learned here is: Keep the fingers away from the Manage tab and its collections. Corel Support wasn't surprised about this behavior: they wrote me, that the more images I have linked as collection in the Manager, the longer validating the cache environment takes. And if I don't wish this, then I shall use Windows Explorer instead to open my photos. (The problem here is, that PSP handles the entire cache for all photos in the collections, although I'm not in the Manage tab. Would be enough, if PSP would care only about the currently opened folder in the Manager and its cached files).
