Problem outputing to PAL/SECAM format DVD
I tried to output a video into a DVD with PAL (25fps). I went to the Disc Template Manger and selected the PAL/SECAM in the TV System, then close ( there is no save for my selection). I then proceed to burn the disc. Afterward I checked the DVD's VOB file with GSpot but the frame rate is 29.7 and not 25 as I selected in the Disc Template Manager. What did I do wrong ? Appreciate for any suggestions or idea how to solve this problem. Thanks

From your forum details it appears you are in the US and would use NTSC at 29.97
I assume your files are 25fps. Any reason for that?
What are the properties of your original video file?
When we burn a DVD we have two options
1 / to burn from the project, that is with the project open in the timelines, Share Disc DVD
2 / convert the project to a MPEG2 video file, then use that to burn a disc. Recommended

Your project settings
Using X9, there is an option to Show Messages view Preferences F6
With that selected adding a video to a new project will set the project settings to match the video.
As your video seems to be 25 fps, that option would have set them correctly. Use for your next project.
Go to Settings – Project Properties and set to use Pal 25fps, you should set the other attributes to match your video file, assuming they are MPEG2, but make sure the interlacing is the same as original.
Typically
MPEG files
24 bits, 720 x 576, 25 fps
Upper Field First (as original)
(DVD-PAL), 16:9
Video data rate: Variable (Max. 8000 kbps) (upto 70 minutes movie duration)
Audio data rate: 384 kbps
Dolby Digital Audio, 48 KHz, 2/0(L,R)
When you do Share Disc DVD the default settings should be as above, used for option 1 above
From the Settings Cogwheel we can view / edit those settings.
Choose to burn a disc Image ISO, play that using VLC Media Player, quality ok
Burn to disc using Tools Burn from Disc Image(iso) should overcome those coasters.

Really appreciate your solution. I want to burn the video I created in NTSC into a PAL DVD for my friends ,who are not very technical, so they can view the DVD in Asian countries. However, I am still a little confused. I tried to follow and created a PAL in the Preference and restart VS. However, the new environment won't let me input the video I created in NTSC into the timeline. Should I re-render the original video into a MPEG-2 ? If so what spec selection should I use ?

To burn a DVD the program needs Mpeg2 video files.
The burner module will do that for you provided you have the correct settings via the Project Settings cogwheel.
But we can convert our project / video files to Mpeg2, check the quality, then use that video file to burn a DVD.
Typical settings:-

Here in the UK being Pal my DVD player has no problems in playing NTSC discs.
I would think that would be that same for your friends.
Unfortunately that may not be the case for NTSC playing Pal, although I do not know why that should be.
When you send the disc send a NTSC version to see if it plays, if yes it will save you a bit of work and quality.
When we convert to Pal from NTSC the frame rate is reduced from 29.97 to 25fps, this removes 1 frame in 5 and may show as a stutter when played.

However the main edit timelines “Settings--project properties” must be set for the correct TV standard -- Pal or NTSC.
If that makes sense.
